Should the league ratify a rule change that would provide a penalty (to be determined) for a certain number of losses (to be determined)?

I think the poll should just be yes or no and then another poll, if yes, to determine what that rule should be

Yes. There should be a penalty.
I have always been against Tanking. In this League I am in a tough spot and I have chose to rebuild in a way I never have. I play mostly young guys with a bright future. Instead of mixing them with decent waiver wire guys I take the guys with the highest mentoring value. This has made for some awful teams. I don't really like this way but if there is no penalty, why not. I have watched quite a few guys do this with tremendous success. That being said I am not really sure where to set the standard and what the penalty should be. I guess that's why im not the commish.

You took over the worst team in the league's history, it will be a painful rebuild but once you get it up and running I am sure you will make the league more competitive.

I am in the same boat...I felt although I was breaking no official rules, that replacing my starting lineup with trash over the final two weeks would position me to build a better team after inheriting a neglected mess.
I assumed this league being in the year 21-something, that this would have already been talked about...obviously I was wrong...

These are the site wide rules for all speed leagues:
Owners in Speed leagues that use system 3 or 4 minor league improvements must either 1) Put their team in a position to win the most games or 2) Put their team in a position to best develop major league players. It is unacceptable to develop your team only in the minors and play an entire major league roster of scrubs. If you see a team in your league that does not meet these criteria, please post a private note in Support. We then may contact the owner in question for an explanation of why he is playing the players he is playing and come to a decision.

I put my team in a position to win the most amount of games possible over it's first 140-something games...then for 6 or 7 games I had scrubs until I returned most everything back to normal...so I can at least defend myself somewhat on point one.
Point two, I still had most of my guys as backups, and my settings would put them in. With my roster of B+ rated players, bringing in one B+ guy in the 5th or 6th inning isn't going to make a world of difference over a B+ guy I am resting...
My explanation has always been to obtain a higher draft pick.
Even with scrubs in, I won TWO games against the third-place team in the league. I wouldn't really say it was effective, no?
Then this coming OS, I'm sure 2/3rd of my A- guys will deteriorate into B+ guys. Am I going to be punished for having a team of B+ players? I don't even have anyone ready in the minors to replace them with. My team is only going to get worse before it gets better, so please someone tell me when I lose 120 games next year how I'll be punished due to the previous owners lack of attention to maintaining a team for many seasons...
*edit* As predicted, I lost two A- players to a B+ rating and gained a marginal A- 26 year old after a handful of improves. I also declined a somewhat good A- player into a borderline A- player. I predict 120 losses this year, even despite best efforts and good intentions. And yes, Taliano will stay in the majors. He's a Minor League improve BUST.
