I am comfortable with my initial decision. Average stats, losing record, and just 2 times was he considered among the top with his peers.

His best positive stat is his ERA which was only 36th best. Strikeout numbers are decent, but longevity of a career can really skew that number.

A SP with a losing record is going to need to have really special other stats, and Waddey did not.

I would like to propose that when an owner brings up a player for the HOF voting after it has started, to be included in the following years voting.

I had previously planned on deciding on this on an as needed basis. If early in the process, I have no issue adding for that year, if late on the process, I was going to push the player to the next year.

If this were a sample case, as voting doesn't end for about 3 weeks, there is plenty of time presently for an owner to add to their vote in the comments of the HoF voting.

My only concern is that once an owner votes, there is no actual reason for that owner to check the thread and might miss new players added to ghe list.
Just to be fair to each nominee.
